Understanding Packaging EPR & Recyclability
A practical introduction to the UK rules — what they mean, who may be affected and how we can help.
What is Extended Producer Responsibility (EPR)?
EPR is a UK system that places responsibilities on certain businesses that supply or import packaging. Depending on their size and activities, they may need to collect and report packaging data, and some must pay fees towards managing household packaging waste.
Could my business be affected?
The two main starting points are annual turnover and the weight of packaging for which your business is responsible. The thresholds below are a guide, not a complete eligibility test.
|
Annual turnover |
Relevant packaging per year |
Broad position |
|
£1m or less |
Any amount |
Generally no EPR obligation |
|
Over £1m |
25–50 tonnes |
Small-producer obligations may apply |
|
Over £2m |
More than 50 tonnes |
Large-producer obligations may apply |
Important: a business with turnover over £1m and more than 50 tonnes may still be a small producer if turnover is £2m or below. Packaging activities, group companies and the relevant reporting period also affect the outcome.
Who is responsible for reporting?
It is not always the company that buys the packaging. Responsibility depends on the supply chain and the activity involved — for example, a brand owner, importer, packer/filler or another producer. Packaging bought for use in a business is not automatically exempt or automatically classified as non-household.
Household and non-household packaging
Where packaging is likely to become waste matters. Some packaging used by businesses may still count as household packaging or commonly end up in public bins. This affects the data required and, for liable large producers, whether disposal fees and RAM assessment apply.
The practical takeaway
First establish whether your business is obligated and which packaging you are responsible for. Then identify the materials, weights and likely waste destination. These are the building blocks of an accurate report.
